The Master Plan was approved in 2004. The PIR Master Plan gives us a blueprint for 10-year development and management of the Portland International Raceway site. Projects in the master plan include:

  • A vehicle and pedestrian bridge over Turn 8 to the infield. This will allow race participants and fans to cross the track without stopping activities on the track. It will also allow fuller use of the site, with multiple activities on track and on the outside of the racing surface.
  • Repaving and reconfiguring the track. The track surface is old and worn, and for participant safety needs to be repaved. We also plan changing Turn 12 to improve safety. In some places the track may be widened.
  • PIR/Vanport City interpretive center. A interpretive center and community meeting room that honors the important history of the World War II community of Vanport City and the rich racing history of Oregon is planned for a site outside the PIR gates.
  • Commercial buildings. A small series of permanent buildings for PIR businesses are planned for the South Paddock. This would include a home for the racing school, a racing gear “pro shop,” a permanent storage and kitchen area for the concessionaire and opportunities for other racing-oriented businesses to locate at the track. Currently the concessionaire and driving schools are located in temporary buildings.
  • Professional racing garages. In the pro pits we are planning a professional garage area for participants. These might also include temporary or permanent “suite” viewing atop the garages.
  • A new pedestrian bridge. We will build a new pedestrian bridge over the track, linking the Turn 5 area and the infield, to improve access for spectators to the West end of the track.
  • Maintenance building. A secure, covered area is needed for all of the maintenance equipment at the track, an office for the maintenance supervisor, and storage for all of the materials we use throughout the year.
  • Remodeled bathrooms. Both the South Paddock and Infield permanent restrooms would be remodeled and enlarged, with the addition of shower facilities.
  • Remodel the Goodyear Tower. The tower will be refurbished, brought up to structural code and enhanced for use by the various organizations that rent the track. The PIR staff offices would move out of the tower and into the Interpretive Center.
  • Relocate Broadacre Ave. North Broadacre (an internal park road connecting to N. Force and leading to the Heron Lakes golf complex) is in bad repair. By relocating it to the north edge of the property we would create a new road, and improve spectator safety, allowing them to enter the track from the north parking area without crossing traffic.
  • RV Park. In the current West End Motorhome area we plan to improve 100 spaces for regular overnight use, add a buffer to the slough natural area on the West and add more than 100 trees to that part of the park.
